Cedar Road / Cedar Fairmount Program
Multiple Improvement Projects Scheduled
Construction season is upon us, and work will be starting within the Cedar-Fairmount Business District for a multitude of improvements.
Resurfacing & New Streetscape
The City of Cleveland Heights is preparing to commence resurfacing Cedar Road along with a Streetscape within the Cedar-Fairmount Business District.
Natural Gas Pipeline
Running Concurrently with the City’s project will be a natural gas pipeline replacement project through Dominion East Ohio, which is estimated to begin sometime in March.
Bid Award
The almost $4 Million Cedar Road Resurfacing/Cedar-Fairmount Streetscape was recently awarded to Perk Company, Inc., and is scheduled to begin in early Spring of 2017.
Project Components
Resurfacing, ADA Compliant Curb Ramps, & Streetscapes
The project consists of Road Resurfacing and new ADA Compliant Curb Ramps from South Taylor Road to Euclid Heights Boulevard, as well as a Streetscape consisting of new trees, sidewalks, and sidewalk amenities from Fairmount Boulevard down to Euclid Heights Boulevard.
Pedestrian & Bicycle Path
A multi-use pedestrian and bicycle path is to be constructed along Cedar Glen Parkway from Euclid Heights Boulevard to Ambleside Drive in Cleveland.
Project Funding
This project is being funded through the Federal Highway Administration, the Ohio Public Works Commission, and the Ohio Department of Natural Resources.

Progress
- Pavement has been milled and the leveling course of asphalt has been laid from Euclid Heights Boulevard to Norfolk on the south side of Cedar Road.
- Perk has begun making full depth pavement repairs, and adjusting catch basin and manhole castings within the project phase.
- The surface course of asphalt is scheduled to be laid next week from Norfolk to Westminster.
- We have not experienced any set-backs.

Red Dirt is wrapping the project up, waiting for the final go ahead from Dominion East Ohio.
traffic pattern change
On or about Friday July 14, 2017, weather permitting; Perk Company Inc. will implement a traffic pattern change on Cedar Road between Norfolk Rd. to Harcourt Drive.
Details
- One lane eastbound and one westbound will be maintained on the North side of the roadway in each direction using the existing lanes.
- Advanced warning signs will be placed prior to any work activity.
- Additional notices will be sent ahead of any changed conditions.

Updates
- Work is continuing on the multi-purpose path along Cedar-Glen Parkway.
- Perk is almost complete with the installation of the drainage structures, and is tentatively planning on laying stone for the path next week.
- Casting adjustments and ADA ramps have been completed on the south side of the street from Westminster to Norfolk.
- The work zone will be flipping over to the north side of the street today, and pavement milling will commence on the North side next week.
Cedar Road Accelerated Pipeline Replacement PIR-2083
Red Dirt has installed the new mainline on the south side of the road from Harcourt up to Grandview.
- They recently discovered an existing water leak at Dave’s Supermarket which forced them to stop work temporarily.
- Cleveland Water came out to investigate the leak and determined that it is on the customer side of the shut-off going to Dave’s Supermarket.
- Red Dirt has resumed work as of today, and has not experienced any major set-backs.
Casting Adjustments
- Perk Company has completed casting adjustments on the north side of Cedar Road from Taylor to Westminster.
- Starting next week, they will be moving the work zone to the next phase from Westminster to Norfolk.
- Pavement milling will commence immediately thereafter.
Asphalt Surfacing
The Shelly Company is tentatively scheduled to return for the surface course of asphalt from Taylor to Westminster sometime around June 9th.
Cedar Road Accelerated Pipeline Replacement PIR-2083
- Red Dirt Energy has started to pressurize the line.
- As of today, they have two more service connections to make to the businesses on the north side of Cedar Road.
- They estimate that by Wednesday of next week the work zone will flip to the South side of Cedar Road.
Bus Pads
- Perk is pouring the bus pads at Goodnor and Lee Road today.
- The intersection at Goodnor should be re-opened by Monday.
Casting Adjustments
Crews are also out performing casting and manhole adjustments and constructing ADA compliant curb ramps on the north side of Cedar between Taylor and Westminster.
Cedar Road Accelerated Pipeline Replacement PIR-2083
- Due to the bad weather last week, work was delayed.
- Red Dirt has finished making mainline connection at the intersection of South Overlook and Cedar.
- They intend to pressurize the line on Monday, after which they will start making service connections.
- Service connections should be completed by the end of next week.
- Once service connections are completed, work will flip to the south side of Cedar Road.
Work Zone Shift & Issues
- The work zone has shifted to the north side of Cedar Road, and pavement milling has been completed.
- The paving company hit some trolley rails at the intersection of Hampstead and Cedar.
- The tracks were within the top three inches of pavement, and will have to be removed.
- The intersection of Hampstead and Cedar will be closed over the weekend for the removal of the rails and the repair of the road base.
- The weather has not been very cooperative, but the road should be opened by Monday assuming they can pour concrete.
Intersection Closures
- Perk will also be releasing a public information notice about the closure of the north side of the intersection at Cottage Grove and Cedar for about a week for the reconstruction of the bus pad that goes through the intersection.
- Advance signs will be placed.
- There have been no major set-backs.
Asphalt & Bus Pads
- Perk has installed the intermediate course of asphalt on the south side of the road from Taylor Road to Westminster Road.
- Crews are currently working on forming the new bus pads, and adjusting the height of the sewer catch basins.
- The utility companies will also be out to adjust the height of their respective manholes in the road.
Gas Line Issues
- Red Dirt Energy has started work on the north side of the road at the intersection of Euclid Heights Blvd. and Cedar Road.
- They are experiencing some issues with Dominion’s plans and the surveys that were used.
- Dominion is working to design an alternate solution, possibly running the gas line underneath the roadway.
- Work has not stopped while they are trying to rectify the issue.
Pavement Repairs
- Perk Company was out making some miscellaneous full depth pavement repairs this past week.
- They will start putting down the intermediate (first) course of asphalt starting next week (weather permitting).
- They will also start construction of ADA compliant curb ramps.
- There have been no set-backs.
Gas Lines
Dominion and their contractor Red Dirt Energy is tentatively scheduled to commence work on Monday, April 7th.
Pavement Preparation
- Perk Company has finished milling the pavement on the South Side of Cedar from Taylor Road to Westminster.
- They will be out making any full depth pavement repairs along with any bus pads that are to be removed.
- They will then follow with the application of the first course of asphalt also known as the leveling course.
- From there they will start with reconstructing the bus pads, and replacing the manhole and sewer castings.
Gas Line Replacement
- Dominion East Ohio has awarded the gas line replacement project throughout the Cedar-Fairmount Business District to Red Dirt Construction out of Texas.
- Work is tentatively scheduled to begin by the middle to the end of the week of April 3rd.
- Work is expected to last approximately 9 weeks, during which all access to businesses within the district will be maintained.
Work Zone Setup
- Perk Company was out this past Thursday and the work zone has been set up from Taylor Road to Westminster.
- One lane of traffic in each direction is being maintained on the north side of the roadway.
- All access is to be maintained throughout the duration of the project.
Sub-Contractor Agreements
- We have recently received word from the Ohio Department of Transportation (ODOT) that all sub-contractor agreements requiring ODOT review have been approved.
- Perk, along with their paving contractor, The Shelly Company, will start planing pavement on the south side of the road from Taylor to Westminster starting Monday, March 27.
Cedar Glen Parkway Tree & Brush Plans
- Van Curen Tree Company will be working along Cedar Glen Parkway on Saturday March 25, starting at 8 a.m. clearing trees and brush for the construction of the multi-purpose path.
- This work should not last more than a day.
- They will also be working within the Cedar-Fairmount Business District on Tuesday March 28, for a few hours removing some miscellaneous trees.
- They will post “no parking” on March 27 with the restricted hours.
- After work is complete all parking will return to normal.
- They have been in touch with Kaye Lowe of the Cedar-Fairmount Special Improvement District to coordinate the disconnection of the electrical outlets within the tree planting beds.
Phase One
Perk Company has submitted a schedule and start date to the city.
- They intend to start mobilizing equipment and setting up the first phase of the work zone on Wednesday, March 22 (weather permitting).
- Phase one of the project will be from Taylor Road to Westminster Road.
- They intend to start milling pavement on March 27.
Landscape Clearing
- Perk Company has also contracted Van Curen Tree Service to perform clearing work along Cedar-Glen Parkway, along with any miscellaneous tree removals throughout the Cedar-Fairmount business district.
- Although they do not intend to perform any work in the business district right now, due to an environmental requirement, any trees (called out in plans) that have to be removed as part of the project must be removed prior to March 31.
