The Director of Finance serves as the chief fiscal officer of the City. The Department of Finance consists of the Divisions of Accounting, and Treasury. All financial transactions are monitored for accuracy and compliance with applicable federal, state and local laws.

Auditing & Reporting

Results of the City’s fiscal operations are audited annually and are presented in the Annual Comprehensive Financial Report (ACFR). 

The department develops annual multi-revenue forecasts, assists other city departments with proper accounting and purchasing procedures and administers the City’s investment and debt programs. The City’s current debt ratings are Aa3 and AA- from Moody’s and Standard and Poor’s respectively.

The City of Cleveland Heights subjects its financials to an independent audit each year with the State of Ohio Auditor’s Office. The City received an unqualified opinion on the most recent financial audit, which is the best opinion an entity can receive. In addition, the City has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officer’s Association (GFOA) on prior audit reports. The most current audited financial report has been submitted to GFOA for review and the City anticipates to receive the award after the report is reviewed.

Income Tax Information

Cleveland Heights municipal income tax is collected by the Regional Income Tax Agency (also known as R.I.T.A.), a nonprofit governmental agency.

  • Tax Credit: 1%
  • Credit Factor: 50%

The filing deadline for your 2023 taxes is April 15, 2024.

Request for Unassessed Fees

All requests for fees that are owed and have not been assessed on properties within City limits should be sent to the Building, Housing and Utilities Departments.

City of Cleveland Heights Check Return Policy

If a check is returned unpaid, your signature gives the City of Cleveland Heights permission to debit your account electronically for the original check amount plus a service fee of $25. Payment by your check constitutes acceptance of these terms. Please make sure sufficient funds are available in your checking account to avoid any complications regarding this policy.
