Cleveland Heights Begins Coventry Garage Upgrades

CLEVELAND HEIGHTS, OH — The City of Cleveland Heights has begun significant repairs and reconstruction to the Coventry Road parking garage, including resurfacing the top level of the parking deck, major structural repairs to the front stairwell, and a full replacement of the elevator system. 


Construction is expected to continue through November 2025, with minimal disruption to public parking and full access to all Coventry Village businesses throughout the project's duration.


Funding for this project is supported in large part by the federal American Rescue Plan Act (ARPA), passed by Congress in 2021 to stimulate economic recovery from the COVID-19 pandemic. Cleveland Heights received $38 million in ARPA funding, which has been invested in key infrastructure projects across the city—including repairs to the Coventry Road garage and the Surrey Road garage in the Cedar Fairmount Business District.


In addition to infrastructure, Cleveland Heights' ARPA funds have supported a wide range of community needs through initiatives such as small business assistance, housing rehabilitation, and partnerships with local nonprofits. Grant programs administered by the City’s Housing Preservation Office and Economic Development Department—as well as community partners like the Home Repair Resource Center and UBiz—are continuing to accept applications from residents and business owners.


The Coventry Road garage repairs are being completed by Murphy Contracting, with engineering support from GPD Group, under a contract valued at $503,900. Work began in early July with drainage replacement and resurfacing of the parking deck’s top level. The front stairwell is currently closed for structural repair, lighting upgrades, and painting. Throughout August, all patrons are advised to exit via the rear stairwell or the interior vehicle ramps—caution is encouraged.


Elevator modernization is scheduled to begin at the end of August and will encompass comprehensive upgrades to the cabin, doors, controls, and mechanical systems.
