Zoning Code Amendment Process

The process and procedures for zoning text amendments and zoning map changes are located in Chapter 1119 of the Codified Ordinances of the City of Cleveland Heights (https://codehub.gridics.com/us/oh/cleveland-heights#/4edb6e78-d808-4ce4-9211-e2227b11576d/b8745b97-3347-4edb-b7b3-1ea4b7b05f15/2e92a6d1-c507-4cf4-a4f8-7f2ffd6dd8bd). A summary of the steps follow:

  1. Introduction of amending ordinance to Council (Section 1119.02) 
  2. Referral to Planning Commission for consideration and recommendation 
  3. Planning Commission consideration and recommendation at regularly-scheduled meeting or special meeting or workshop
  4. Planning & Development Committee review and recommendation (not a required step)
  5. Public hearing by Council, including appropriate noticing (Section 1119.05)
  6. Action by Council. After the public hearing Council shall either adopt or deny the recommendation of the Planning Commission (Section 1119.06)
  7. If Council grants its final approval to the amendment, the amendment becomes effective 30 days later or immediately if designated emergency legislation.

Accessory Dwelling Units (ADU) Zoning Code Text Amendments

The City is working with the Cuyahoga County Planning Commission on zoning text amendments that would allow accessory dwelling units (ADUs) in certain districts within the City. For more information, please visit the ADU webpage.
