Housing Preservation
The Housing Preservation Office (HPO) offers various programs to assist Cleveland Heights homeowners/residents with violation repairs to their homes as well as Lead-Based Paint issues. The loans and grants provided through HPO are typically funded by the Department of Housing and Urban Development and may be subject to qualifying requirements. HPO conducts qualification vetting; initial assessments for projects, writes repair specifications, hires contractors, manages the repair process for the home owner and all the funding associated with each project.

Inspectional Services
The Inspectional Services division strives to perform fair, standardized, comprehensive inspections of Cleveland Heights properties in order to preserve the housing stock, promote higher property values, eliminate health and safety hazards, and make the City a more desirable community. The Inspectional services department performs this goal through three main types of inspections, Systematic Inspections, Point of Sale Inspections, and Complaint Inspections.
Inspections are performed for the following:
- Rental Inspections- All residential rental properties are inspected on the interior and exterior on a 3-year rotation.
- Exterior Inspections- All owner-occupied properties are inspected on the exterior only on a 5-year rotation.
- Commercial Inspections- All commercial properties are inspected prior to new business license issuance. Exterior inspections are conducted on a 3-year rotation.
- Required for any commercial or residential property that transfers title.
- Inspect every complaint received for validity. Received by phone, inspector identified, or the Access Cleveland Heights App.
