Neighborhood Redevelopment

The redevelopment of and investment in the City’s residential neighborhoods is a primary development goal of the City. To accomplish that goal, the City has launched several initiatives to facilitate new residential construction.

Request for Qualifications/Request for Proposals 

On February 10, 2026, the City issued the Request for Qualifications (RFQ) below seeking to establish a pre-qualified list of developers – for-profit companies, non-profit entities and individuals – capable of purchasing and redeveloping, rehabilitating and/or renovating these residential properties.  The City is seeking respondents who are experienced in home construction and/or rehabilitation/renovation and are interested in obtaining the property from the City in association with the respondent’s business or non-profit operations. This RFQ is not seeking responses from anyone seeking to (i) rehabilitate/renovate a property for that person’s primary residence or the residence of a family member, (ii) to use the property as a side lot addition to their property, (iii)  to utilize the property for a broader community purpose such as a community garden or pocket park.  The City intends to issue a separate RFQ and/or RFP for such uses in the future.  Only for-profit companies and individuals engaged in the business of home construction and/or rehabilitation/renovation or non-profit entities with relevant experience should submit a response to this RFQ.

For vacant lots, the City’s expectation will be the development and construction of new single-family houses or, in limited locations, townhouses, two-family buildings, or low-density multi-family buildings (to the extent available and permitted by zoning). For properties with existing structures, the emphasis is on rehabilitation/renovation to bring the properties up to code and ensure habitability.  Selected RFQ respondents will form a pre-qualified list valid for two (2) years from the date of selection during which selected respondents will exclusively receive invitations to respond to future Requests for Proposals (RFPs) for specific properties.

This RFQ shall replace and supersede any previously issues RFQs, RFPs, requests for expressions of interest or any other similar document released by the City concerning the residential property owned by the City.

RFQ responses will be accepted through March 13, 2026.

In 2025, the City entered into two purchase agreements for the construction of new housing on up to 65 City-owned lots. 

Community Development Corporation Partnerships

The City works with several Community Development Corporations to facilitate the transfer of properties to qualified developers, who then rehabilitate the properties and then return them to productive use. Developers interested in acquiring properties through the City/CDCs should contact the CDCs below to learn more about their programs and partnering with them on residential redevelopment opportunities.  

Grow Tax Savings Program

Grow is the City’s tax abatement program, which offers property tax savings for both residential and commercial projects – both new construction and renovation. The level of tax savings will vary by location and type of project, but the program features abatements of up to 15 years and 100% for new construction and 12 years and 100% for renovation projects.
