Congress established the HOME Investment Partnership program to address housing concerns of low-and moderate-income households. In Cleveland Heights, HOME funds are used to assist owner occupied home owners through two programs:
The Housing Rehabilitation Loan Program enables eligible low-and-moderate income homeowners to make repairs and basic home improvements that maintain the quality of their housing and create a positive effect in the surrounding neighborhood. HUD regulations require that the housing unit be inspected and must be code compliant when the rehabilitation project is complete.
HOME funds are also are available to eligible low-and moderate income households for down payment assistance to purchase a home in Cleveland Heights. The City's Housing Preservation Office administers the HOME-funded housing rehabilitation programs and our HOME-funded down payment assistance.
