HOME Program

Low-Income & Moderate-Income Housing

Congress established the HOME Investment Partnership program to address housing concerns of low-and moderate-income households. In Cleveland Heights, HOME funds are used to assist owner occupied home owners through two programs:

  • The Housing Rehabilitation Loan Program enables eligible low-and-moderate income homeowners to make repairs and basic home improvements that maintain the quality of their housing and create a positive effect in the surrounding neighborhood. HUD regulations require that the housing unit be inspected and must be code compliant when the rehabilitation project is complete.
  • HOME funds are also are available to eligible low-and moderate income households for down payment assistance to purchase a home in Cleveland Heights. The City's Housing Preservation Office administers the HOME-funded housing rehabilitation programs and our HOME-funded down payment assistance.
