Noble Corridor Market Analysis
The City of Cleveland Heights retained Think Place Agency to assist with a comprehensive analysis of both the current and potential future economic conditions of the commercial corridor. This report is a critical part of understanding and planning for the Noble Corridor and its surrounding neighborhoods.
Noble Corridor Study
A comprehensive planning study for the Noble Corridor and its surrounding neighborhoods is being finalized. The study area starts at the East Cleveland border at the Noble-Nela Business District and moves southeast along Noble Road ending with the Warrensville/Mayfield/ Noble triangle.
The goals of the study include:
- Develop a current understanding of opportunities and challenges, particularly from the perspective of residents.
- Provide a comprehensive framework for municipal services and investments.
- Identify areas for future study.
- Allow for short-term wins, while still planning for the long-term.
- Make it a data-driven process.
Multiple Community meetings were held with each meeting having a topic or module for discussion and input. Below are comment summaries of each for each of the Modules:
Noble Streetscape study
Public comments included the desire for a unified look to the Noble Road corridor and a desire to see enhance landscaping on many of the privately owned apartment buildings along the corridor.
In 2025, Behnke Associates, Inc. in collaboration with the City of Cleveland Heights lead a streetscape study of the Noble Corridor. The process and their recommendation are included in this video. The slide presentation is available here.
Merchant Association
In 2025 a movement of collaboration and cooperation of merchants has evolved into the creation of the Noble Area Business Association (NABA).
Nobility Court
2025 saw the ground breaking and construction start of Nobility Court, 2228 Noble Road, a 52-unit affordable housing development.
